Can low and high beams be adjusted independently

I just installed new headlights, not sealed beam, bulbs and all. All bulbs are working. Low beams are in the correct position. High beams are way too high. I only see two adjustments for the whole assembly. Up and down. Something I'm missing?

Unfortunately the assembly is adjusted as a complete assembly.

I would suggest splitting the difference with the low and high beams. However, the high beams are supposed to be directed off into the distance and not necessarily at the road. You are to align the low beams so they are accurate and then the high beams are correct as well by default. However if it bothers you, adjust them slightly so you are happy with it. Just drive close to a wall or garage door so that the low beams appear on the wall so you can see how much you are adjusting them. Just remember, to adjust in small increments.
