High Beam lights work, but low beam lights don't work

My high beam lights work fine, but my low beam lights don't work. I have check the fuses, and relays to determine if there is a problem with them, but all appear to work fine. I have not check the light switch on the steering column nor the head lights yet. Any thoughts?

that vehicle has module that controls the headlights. the high beam and low beam headlights are controlled separately inside this module called the IPDM. you may have a problem in there. if you have a test light or meter you can check power and ground t the low beams. im leaning towards the module if both of them went out together
