High beam bulbs

Can I use 51 watt bulbs for high beam bulb replacement? strap for cash and need two high beams. any idea need to pass registration? bulbs just busted on there own.

they have to be replaced with what came out they probably broke because someone touched them with their fingers leaving oil from skin which makes them do that as well as burn out quickly.
