Code P0141 no power to heater circuit?

Im workin on a 2007 honda accord. code P0141 no power to heater circuit on rear 02 sensor. The harness runs up under the pass. side seat. Techs have been through this car like crazy, wire testers left all over the place. Anyone have any secret places to check, besides the obvious (at the sensor or ECM). Thanks everyone. =)

if they have tested this and can't find a problem I don't know what to tell you . on one of our tips it says to check voltage with engine running not with key on and it should be battery voltage see pic. there is also a tsb for dtc P0139 which possibly cold effect this...... Other than that I have no idea.
