Hesitates when trying to accelerate, code P1400

When I pull out from a stop there is no acceleration. I will have the gas pedal almost to floor and it will still barely get above 20 mph, then it will surge forward jerking the car. Then on an incline or hill it will bog down it seems. When I bring the code up it is P1400.

Code P1400 refers to the EGR solenoid. Follow this troubleshooting chart to figure out the problem.

This sounds like you have a plugged catalytic converter. Lets confirm by following this guide. Please remove the electrical/vacuum like from the EGR as well to see if that helps. The location is in the diagrams below.
