Help! My front wheels are catching on something.

When driving slowly, both my front wheels make a short scraping noise every time they rotate (more frequent the faster I drive). I can feel the car slowing/swaying with the noise. Sometimes it's hardly noticeable, other times it's VERY loud and the car is rocking back and forth with it! It seems to become far worse after driving at high speed down the motorway. Sometimes there is a load creaking sound as I come to a stop. After parking overnight the problem will disappear again until later. I've had it jacked up in neutral and tried to turn both wheels. They turn, with some force, up to one spot where it sticks. Really need to get this sorted but didn't wanna pile a load of money into new discs and pads if the problem was something else. The rotors sound like theyre warped. Your pads have tangs of metal on them that squeal when its time to replace them. The saking gets worse after the drive because the rotors get much hotter and the warpage is more pronounced
