Steering wheel locked and car will not start?

Yep, this happens when the battery is dead or low on charge, I would lift the hood and use a voltage meter to see what the surface voltage is, also keep the meter on the battery as you turn all of the lights on, it should stay relatively the same (about 12 volts).
