That sounds like the vehicle is stuck in a specific gear or not shifting correctly. Does the vehicle shift and drive properly? Meaning does it feel normal on the highway? At 70 MPH are the RPM's higher then what you have seen in your other vehicle?
Either way, I would ask that the person you are buying this from allow you to check it for codes and have it checked out by a mechanic that you trust.
Clearly we could give you some ideas but nothing beats having an independent 3rd party evaluate it for you. I would suggest this even if you have to pay the mechanic for it. Clearly if you drove it and there were no issues it would not be as necessary but the fact that you have found something that may just be a sensor but could also be more serious, I would highly recommend it.
If the owner doesn't approve then I would not by it. There will be others.
