Heater settings 1, 2, 3 do not work, only works on 4, but air coming through is only warm.

Is that the blower fan settings?
Are you running without a thermostat? that would explain the warm air. As far as the settings 1, 2, and 3 go if the blower fan has a resistor for anything except high, than it may be bad or maybe simply a fuse is blown. I will try to find a wiring diagram for that.
