Can I eliminate the heater control valve by just running new hose, or putting two pieces of pipe in its place?

You sure can, but the air conditioner will not work as well. The valve is used to cut off the hot engine coolant when the air conditioner is in use.
Please let us know what happens.
Cheers, Ken
