Heater blowing cold

My heater blows cold, even when I switch the temperature back and forth there is no change. I have checked the coolant and the hoses going to the heater core are both hot. So I wanted to know if it could be one of the actuators and if so which one and where is it located?

1 - HVAC Module
2 - Mode Actuator
3 - Air Temperature Actuator - Right
4 - Re-circulation Actuator
5 - Blower Motor
6 - Blower Motor Control Module
7 - Air Temperature Actuator - Left
