Heater blower speed fluctuating

The blower when on it is intermittent, goes fast and then slows down. I changed the resisters but the problem remains.

Is this for the front or rear blower motor?

Front blower, heater in the back is fine.

I posted the procedure below and attached some pictures for you for the replacement.

Removal Procedure
If equipped, remove the sound insulator panel. Refer to Instrument Panel Insulator Replacement.
Remove the blower motor insulating cover screws.
Disconnect the electrical connector from the blower motor.
Remove the blower motor insulating cover.
Pull the retaining tab down while turning the blower motor counterclockwise in order to disengage the blower motor from the heater/ventilation module.

Thank you, just want to verify that is the motor that is causing the operate intermittently.

If you replaced the resistor, then the motor sounds like it is locking up or seizing while it is running.
