Heater temperature control not working

Hello, the heater temperature control does not work. The A/C temperature control does work. and is dual zone. Both lines coming into heater core are nice and warm. Does this sound like an actuator problem or something else? Rear heater and A/C temperature controls work okay.

This does sound like the temperature blend door actuator need to be replaced.
