While it could be the fuse it is much more common for the heating element itself to be bad. The fuse is in the left side fuse block under the rear seat. A quick way to test it is to look under the front seat and find the seat control module. There will be two connectors. You want the 4 pin one. It has the temperature sensor and the heater wires in it. You can use a test light connected to ground to probe the 4 pins, you should find power on pin A. With the seat heater on. Pin B is a controlled ground, if you connect the test light to pins A and B it will change brightness if you select between off low and high.
