Heater not working properly?

Far drivers heat comes out like warm, other 3 vents come out cold. We have replaced passenger side actuators and are thinking it's the driver's side actuator causing the problem. We have fully flushed the cooling system; it got a new heater core last year and just recently got a new thermostat. I don't know what else it could be.

Chances are the blend door actuator. The blend door is responsible for the air temperature entering the vehicle. If it doesn't work properly, what you described is possible.

If you look below, I attached the directions for the removal and replacement of the actuator.
