Heat fluctuated

The heat is on and suddenly in turn cold and it is back to hot it goes on and on like this if I am driving in town. However, if I am on the highway then the heat will stay on.

Good afternoon.

The first thing I would do is check the coolant level to be sure there is enough coolant reaching the heater core.

Beyond that, it could be the thermostat opening and closing.

Is the check engine light on?
