Heat distribution floor flows heat-good defrost?

Yes, heat should come out of the dash vents. It sounds like the panel actuator is unplugged or has gone bad. I would turn the system on and check for vacuum at the actuator, then work the control arm by hand to see if you can get heat out from the dash vents and if so, replace the actuator.
