Heater only blow through floor vents same time rear view camera stopped working

Have heat only through floor. When switched to defrost or dash only blows out floor. I replaced the actuator above gas pedal this did not fix problem. I found another actuator above that one way up in dash, was that the one I should have replaced? While doing this the rear view camera stopped working. The screen turns blue and goes out. The sensors still work. The picture is located in the rear view mirror. The vehicle is a police interceptor utility.
