Headlights/Taillights/Brake Lights Not Working?

Hello! I picked up a used Sebring, and thinking I had done enough due diligence, was quickly proven wrong when I found that my headlights, taillights, turn signals, and brake lights don't work! I should say- of all of those, my rear center brake light does work, which really throws me. I tested my fuses with a multimeter, and they seem to be okay. My turn signals don't work at all, on my dash or the lights themselves. I'd be thinking something large, but that center brake light is throwing me off that it still works somehow. Where do I start? It's not possible to lose all bulbs like that, is it?

I would start by checking fuses # 17, 33 and 3 in the under-hood fuse panel.

This guide can help please test the fuses with the key on and the engine off:

If the fuses are okay, it is common in these cars to have the TIPM go out which is easy to replace because it-self learns, here is the location of the fuses which is inside the TIPM. Please let us know what happens. Check out the images (below). Please upload pictures or videos of the problem. The TIPM is located under the hood.
