If the headlights are on, are the taillights on automatically?

To answer your question not necessarily. If you physically turn the lights on then yes the taillights will be on. If a car is equipped with DRL's - daytime running lights then just the headlights will be on. Daytime running lights will be on all the time meaning whenever the car is on and driving.
