Headlights, Tail Lights, Horn, Cigarette Lighter not working

My truck will start and run normally, just none of the lights work, nor the horn or cigarette lighter. I have replaced all the fuses in the fuse panel under the dash.

Check the main fuse bus in the engine compartment. Check to ensure the master fuse under the dash is receiving power. Also check the relays. Find the relay box under the hood. Locate the lighting relay and place your hand on it. Have someone turn the lights on. You should feel a thunk. If not, see if it's getting switching power, I believe it should be terminal #85 (although there should be only 5 terminals.) Same with the horn. Disconnect the horn, tap into it with your meter or test light and have someone hit it. See if you see voltage or the test light lighting. Then check the horn relay. Next check to see if the horn fuse is receiving power.
