Whining sound when using headlights and turn signals

When I turn my headlights on it makes a whining sound. It also does it when I use my turn signals. When I am not using either I don't hear the noise. What could be the problem?

Can you upload a video of the noise?

It could be the alternator making the noise but I need to hear it to be sure.

I let the car set and didn't drive for one whole day and it stopped making the noise. Buy every once in a while the battery light will come on and I just bought a brand new battery like 2 weeks ago so I know it isn't that I need a new battery.

This sounds like the alternator is making the noise.

Can you test the voltage at the battery with the engine running?
