Are all the lamps out high/low parking and turn? If so the issue is most likely the ground wire from headlamp unit to the metal right below the unit. It is brown and attaches to the metal below the headlight. It provides the grounds for all of the lights in the headlamp unit.
Very possible the connection itself has rusted or the wire broke internally. Easy test would be to remove the headlight and use a test light connected to battery positive to see if the wire is grounded.
