Hazzards not working

Turn signals work, hazards do not. replaced flasher unit and turn signal switch. I have positive power to both sides of my fuse block with fuse removed not sure how that can happen? What should I do next?

the power on both sides of fuse box may be a short. have a mechanic scan for codes as it may be the front control module which controls turn signal lights. or try tapping TPIM module see if they start the front control module is in TPIM which it may be a part of TPIM module.
