In order to do the seal, you need to remove the balancer. However, there is an additional.2 of an hour in order to remove and install the seal. So all total it looks like it would be about $125.00 in labor and around $350.00 in parts depending on what balancer you get.
Clearly the cost could change depending on how much the shop charges per hour so it should be around 1.1 hours of labor no matter who does it.
