Harmonic balancer

I have removed the center bolt and threaded it back in left loose. Installed my harmonic balancer puller and the two m8 by 1.25 bolts into the balancer with the center bolt loosely in and the center bolt of puller in to the head of that bolt. I have tried everything and cannot get the harmonic balancer to budge one bit. What am I missing or what else can I do?

When you removed the bolt did the washer come with it? If the washer is left it will not come off here is a guide and a video to help you do the job:
