Hard to turn over engine

New starter wont turn engine over. I can rotate it with beaker bar on crank pulley but it gets to a point and just about stops

REMOVE THE STARTER

WILL IT ROTATE WITH THE BAR? (ELIMINATING THE STARTER AS THE PROBLEM)

IF NOT

IF A CYLINDER HAS WATER (COOLANT) IN IT (HEAD GASKET ISSUE), IT WILL HYDRO-LOCK, AS YOU CANNOT COMPRESS WATER!

REMOVE THE SPARK PLUGS TO SEE IF IT PUSHES WATER OUT OF A CYLINDER

DOES IT TURN OVER AT LEAST 2 FULL ROTATIONS NOW?
