From the description it sounds like the canister purge solenoid. It is supposed to stay shut until commanded open by the PCM and then it pulls the fuel vapors out of the EVAP canister to be burnt in the engine. Your problem occurs when it sticks open. Now when you fill up the tank, those fumes don't collect in the canister, they just fill up the intake and any cylinders where valves are open. The very rich mix that results won't burn so the engine has to crank over long enough to pump some air into the system and get it to a point where it will ignite, and the engine can run. To replace it you remove the plastic engine cover and find the part that looks like the image. It should be mounted to the top of the engine toward the flywheel end. Disconnect the wire connection, remove the two hoses and remove the valve. Reverse the process to install the replacement.
