Hand pull park brake wire?

Should the single wire (purple) to the park brake switch have battery voltage when key is in acc or on position or is it actually a ground wire? My vehicle has 12v from the park brake wire.

It should have voltage on it. Then when you pull it to apply the brake it connects to ground and turns on the brake indicator. It works just like the low brake fluid lamp.
