Governor / speed limiter

It is so slow off the line it feels more like a V6. I also have a 2011 F 150 with a 5.0 and it is much quicker than the new one. Could it be due to a governor or speed limiter, and can it be adjusted?

It would be programmed into the pcm so have it scanned at dealer and make a complaint about it. We have no tsb's on this, but dealer may have.
