Right blinker doesn't work when lights are on

I have a 1999 gmc suburban, all of a suddan the right turn signal buzzes and does not blink when the lights are on and when the lights are off the blinker works but the cluster lights blink also the cruse doesn't work I checked all fuses in the truck and under the hood.
