2003 GMC Truck steering,shifting

i cant shift the automatic transmission or steer the truck in below freezing weather till it worms up.

It sounds like you somehow got water inside the steering column, and it never found its way out. Somehow you need to thaw out the steering column, and get the water out. Try a hairdryer.
