1995 GMC Truck the truck has no power

Engine Performance problem
1995 GMC Truck V8 Two Wheel Drive Automatic

the truck loose power between 1500-2200 rpm
if the timimg is set at 0. right now the timimg is set at 12 after we disconnect the wire to set timing that the only way we can get it to run good.
it has a new distributor,cap,rotor,wire,plugs,coil,fuel pump,egr,tps,02,iac,pvc,coolant temp sensor.
the only thing else i can thing of is the computer

Mechanical timing should be 8-10 degrees, not 0.
