1994 GMC Truck Trouble downshifting and accelerating

When I drive up a hill or need to downshift to accelerate my truck runs rough the tach jumps around 2,000rpm and makes a bogging sound, i think it might be slipping but am not sure, i would rather try some other things before i drop a couple hundred on a rebuild, thanks
