My 92 GMC TRuck just stopped, I think, for good. Traveling down the road, engine stopped and brakes locked up. I had to add water before I left. We tried jumping it off and nothing happened. Horn and lights still work.

I believe your engine has seized by the way you explained what happened. It's time to pull off the wipers, and slide a new truck under them!!
Seriously, if the truck itself is worth spending money on,(good body, drivetrain, brakes, front end)you might want to consider buying a crate motor. Check with your local parts houses, and you'll probably find some good deals.
