1990 GMC Truck Torque converter

I just installed the turbo 400 onto my truck, I forgot to put fluid in the torque converter. The truck will not in gauge the transmission. Is this because I didn't put fluid in the torque converter?

torque converter uses a lot of ATF fluid and if empty tranny will not function or move the truck
have to fill the converter
do not run it long as you may damage converter
