1999 GMC Suburban 4 wheel drive wont lock in

when i put the truck in nutral i hit the 4w high button and the 4w auto button and it does nothing but flash on the light when i hit the 4w low button it trys to lock in but just wont lock in i pout a brand new acuator in it and still nothing is my 4w drive broke or is it something i can fix

Install a new transfer case actuator, P/N 12474401
Also replace the poppet (Teflon(R)-coated shift detent plunger)
