1996 GMC Suburban troubleshooting front blower fan

My front blower fan has quit. Relay, fuse and wiring seem ok. I pulled the two wires from the fan motor - with a multimeter I measured 12v on all fans speeds except Off - and High. Both Off and High measured 0v.
what next?

Is the fan dead on all speeds?
