Hello there I have a problem with my dash,door and reading lights it seem that thay are only running at half the voltage thay need.

Do you not have a dial to turn them up or down? Has that dial been hit hard, it may need replaced, or the wire may have come loose.

my instrument has the right brightness could it be a bad ground

could, but i think a bad ground would cause it to flicker.. Electric problems in cars are always tricky, and not my experteese. (neither is spelling)
