put a new fuel in. No power going to it. I already checked all the fuses and relay.

The computer energizes the fuel pump relay for 2 secs. Do you hear the pump for 2 secs when key is at On position. This is the time it should have power-
You have to be at the fuel pump connector when key is at "on" position all you got is to 2 secs. Check it out and comeback with your findings meanwhile familiarize the schematic below.

I'm not sure if that was resolved. However, I will try to help. Have you checked if there is power to your fuel pump? Is your vehicle the same year make and model as what is listed?
