Hello,
If you have a verified good fuel pump and you can hear it come on. Then the reason not getting enough fuel pressure could be a clog in the line of a faulty fuel pressure regulator.
Overtimes with all the heat and vibration the fuel pressure regulator can go bad. The internals can fail and simply stop fuel from flowing through.
The fuel pressure regulator is located on the fuel rail (see diagram below).
This vehicle should have 55-62 PSI of fuel pressure with the key On and engine Off.
