1999 GMC Sierra Fuel pump or relay?

I have a 99 gmc sierra 4wd. At acceleration the truck sometimes hesitates or bucks. I also notice that the fuel pump makes a high pitched noise. Would the hesitation be caused by a faulty fuel pump?
