1998 GMC Sierra Fan out not to sure?

Alright so my fan works great heater works awsome its snowy as hell. Well when I turn it on just depends on the mood the thing is in my battery meater will read around 16 or so then it will jump down to almost 9 so im not sure. Sounds like the bearings in the fan are out but I feel like its something to do with electrical.

I'm gonna forget that you said this=lets have the charging system checked out especially the computer controlled of the field generation of the alternator-
