1991 GMC Sierra Headlights

Electrical problem
1991 GMC Sierra V8 Two Wheel Drive Automatic

All lights work except both headlights. I've checked fuses under dash everything is ok there. What should I check next

use a test light and check and see if there is voltage at the back of the head lights. then we know if its a bulb or maybe a switch
