1997 GMC Safari OBD code P118 -Thermal Sensor input problem

I am getting this code, so I changed the thermal sensor but code persists. When I clear the code with the OBD tool the light goes out and comes right back on again. Realtime data stream shows -40C reading but the dashboard reading works, as van warms up the gauge move to the normal range.

Is there another thermal sensor somewhere?

There is one for PCM on left front top near EGR solenoid the other for gague is on left side engine.
