1995 GMC Safari Instrument Panel Lights Not Working

The instrument panel lights on my 1995 GMC Safari just stopped working. I have checked the fuses and replaced both the headlight switch and the dimmer switch. Could it be a ground? and if so where is the ground connection?

Do you have power at the green wire coming out of the dimmer?
