1994 GMC Safari No Overdrive

I was wondering if any of you encountered this problem of no over drive shifting and delay down shift during a stop. Is there any controller for the tranny that needs checking.

TCCS- torque converter control switch.... switch is cheap.. labor is not. switch locks up the TC to give better mileage. when it doesnt work properly, it tries to stall when you stop, like having the clutch engaged in a standard shift.. or it will suddenly release... that would explain the slow down shift.. and the no-OD shift..
