I am going to do it on my 1997 Safari soon too.
I never used a special tool. Just don't worry about the old seals.I knock them out with a screw driver and they are usually bent a little after that. Since they are old and on the vehicle so long, they usually wear out the inside rubber seal and could let dust in.
If you are buying new rotors at 250000 miles, then
buy new ones at Autozone etc.
Lay the rotor down flat on a hard support with the rear facing you.( Make sure that your inside wheel bearing is in there first! Lay the seal flat over the hole, place a small piece of wood (2X4 works fine ) over the top of the seal then hit the wood with a hammer. The seal should drop right into the cut out of your new rotor. When it is almost completely seated, tap it the rest of the way down with the hammer, easy does it and go around the circumference so that it goes in flat.
