my throttle body is flooding

1987 GMC S15 4 cyl Two Wheel Drive Manual

What could be the cause of the throttle body flooding over with gas. It is as if it is not being sucked down into the engine.

Could be a leaky injector/s, pressure regulator and clogged return line-CTS stuck in the open loop-dumping fuel-
