1983 GMC S15 Where's the fuel pump?

This is a S15 Jimmy. My son was told it didn't pass smog test because it was leaking from around the fuel pump. I took a look assuming mechanical fuel pump on engine block but I cant find it. Is it in the fuel tank? and if so how would that affect the smog test results?

Due to excessive fuel pressure-could be the fuel pressure regulator and a clogged return line-This problem will raise the hydrocarbons -unburned fuel.

That makes sense to me. Would the fuel pressure regulator be up by the carburetor (yes this baby is pre fuel injection) or on the fuel pump?

My Q here is it a TBI or a Vortec system-if its a TBI its within the injectors on top,now for Vortec its under the upper plenum-
